Arranged Employment Opinion

A positive Arranged Employment Opinion (AEO) supports the immigration application of a Skilled Worker to Canada under the Federal Skilled Worker Program. It is one factor that Citizenship and Immigration Canada (CIC) consider when reviewing an application for permanent residency. Please note that an HRSDC AEO only supports the person's application for permanent residency, but will not result in CIC issuing a work permit prior to approval for immigration. It also does not allow the person to work in Canada before receiving his/her permanent residency.

1.      It provides you with an additional 15 points when applying under the Federal Skilled Worker Assessment Criteria. This means if you have between 52 and 67 points, and AEO can assist you in obtaining the necessary 67 points to qualify for the Federal Skilled Worker Program.

2.      Applications for Permanent Resident status can take between one and five years to process depending upon where the application is submitted. People who have an AEO have their applications “fast tracked” as CIC is determined to fast-track skilled workers entering Canada with jobs already waiting for them.

An AEO is issued by Service Canada (SC), and only provides an opinion of a job offer provided to an applicant for Permanent Residency. There is no consideration of the effects upon the Canadian Labour Market, and whether there is an occupational shortage or surplus of skills in Canada .

SC will determine if the applicant has a genuine offer of full-time, year round, indeterminate employment that provides wages and working conditions that are sufficient to attract and retain Canadian Citizens or Permanent Residents. SC also expects an employer to provide working conditions that are consistent with federal and/or provincial standards for the occupation and workplace.

4 Seasons Immigration assists individuals with finding local employers who will sponsor their application for an AEO. Employer Sponsorship-Work Permit

Generally, the process to employ a foreign worker is initiated by the employer which means in order to obtain a work permit you need to obtain an offer employment before applying for a Work Permit.

If Canadian employers are unable to fill skilled labour positions they may apply for approval from Service Canada (SC) to recruit foreign candidates to fill the position.

Employers can apply to hire foreign workers for positions which:

  • Cannot be filled by a Canadian resident.
  • Is for permanent, full-time employment.
  • Meets provincial employment and wage standards.
  • Is offered to an individual who meets the required qualifications. and
  • Does not conflict with existing collective bargaining agreements.
